How does one go about switching out a video that someone else posted?

When you post a YouTube video, you're just posting a link (or reference) to the original on YouTube. If YouTube changes the original, the changed version is what will be played through the link. I didn't know that YouTube allowed videos to be changed without giving them a new link, but then I'm not a YouTube expert.

Officer Timothy Alexander Loehmann:

What happens when a police officer's performance evaluation report states that the officer is unfit and untrainable? This by the City of Independence, Ohio Police Department.
Dates of employment 7/11/12 – 12/04/2012
Police Sgt. Greg Tinnirello reported that Loehmann fell asleep during training one time.
Loehmann lied and later admitted to Tinnirello that he lied when he said that dispatch said he could leave the center. Loehmann had left without permission from authorities.
Loehmann’s mother told Sgt. Tinnirello that her sons study papers, "would be soaked in tears nightly for three months."
At the shooting range Tinnirello noted that Loehmann was so emotionally upset and looked to have been crying that Tinnirello stopped the training session for that day.
He is allowed to resign.
He gets rehired at another police force in Cleveland. Ohio.

After being fired in Cleveland he was rehired at another police force in Ohio where that community will have to insure an officer with a gun that has shown questionable mental stability in my opinion.

Is it a fact that no one has proof that the software was the property of UMKC?
Did UMKC file a police report?
Did UMKC make a claim?
