But I have come to believe - even though I don't like it - that anyone can be held "culpable" for anything that those with enough power want them to be culpable for. Whether it's the confining of Galileo for stating that the earth goes around the sun or the banning of Joe Faust for saying that hang gliding ratings should be objective.

The institutions of man are always capable of injustice in the hands of the corrupt. That's why it's a never-ending struggle to ensure that the institutions of man are in the hands of the best people we can find.

a member might survey the scene and find oneself culpable for what his or her org does with his or her continued supporting assets.
Does not membering carry responsibility? If a matter is important enough, dismembering might be the decision of a member; that is, a matter might be important enough to stop feeding the matter. What is fed grows and stays capable of acting; what is starved weakens and becomes unable to act; a member places assets that result in actions of an org. Any USHPA member that realizes these distinctions might question to stay a member or to stop being a member. One need not wait for judge or jury when reason may convict oneself.
