I lost contact with him about 15 years ago. He used to design, build, and fly some VERY original hang glider designs in south central Texas. He was a draftsman by profession, but an artist in his heart.

Hello Jim!!
I don't know of Bob Rouse, but since he's from Texas, you might try posting on both the SW Texas Hang Gliders Forum and the and the Austin Free Flight Association club forum. Just go to the "Board Index" and look in the US Hawks Chapters section.
For a little background, the sport of hang gliding is supported by local clubs around the country. Each of those clubs typically has their own local forum, but it can be difficult to find them. Unfortunately, the largest national association (USHPA) doesn't have a national forum even though almost all clubs must be members of USHPA to get insurance.
So one of the things we're trying to do here with the US Hawks is to integrate forums from our local chapters into one single forum to help bring us together. The decisions for each club's forum are made by each club, so they retain their identity and control while benefitting from their integration into the greater US Hawks forum.
Also, the US Hawks forum is still quite small (but growing ... thanks for joining us!), so you might also try posting to some of the other larger forums (like hanggliding.org and the Oz Report). I hope you'll continue to post with us, but you'll probably have more immediate success by posting to those "other guys" as well.

Jim,
Welcome to US Hawks!

That name sounds familiar, but I never met Bob Rouse that I know of.
Good luck.
