The City of San Diego should just put up a sign that says "Dangerous cliffs" and "No tandem flying" and walk away.
Local clubs could manage air time on a volunteer basis but no formal activities, requirements or restrictions would be allowed.
Rip out everything manmade and have an unmaintained natural area like it was in the 1970s.
Let people hike, or fly as is their privilege under the FARs.
The City would not be liable under California Recreational Law.
