A new site for now: two days a week: Monday and Tuesday
has been opened for permitted persons to "participate" in hang gliding
under self-responsibility only. I started being there with joy as in early 1970s:

1. Be not in flight before sun rises or after sun sets.
2. Participate in hang gliding only on days the neighboring concession is closed.
3. Follow any future rules that might be formulated by the Beaches & Harbor.
It seems for now that the Beaches & Harbor may permit a person to participate in hang gliding at the prescribe gliderport whom they think will be a good citizen at the beach.
The future is sought when the concession and open recreational hang gliding may coexist side-by-side in good-neighborly fashion; in such a fifth-era solution many recreationist might rent equipment or buy lessons from the concession. Notice how bikes are rented and bike thins are sold while general recreational bicyclist ride near the bike concession (similarly for food concessions and other concessions).
Avoid hurting self or others; if a participant hurts someone or herself or himself, then pay for such. The County, City, and State are not responsible for what users of the public asset do to the users, except in cases of gross negligence; the County, City, and State go to great lengths to avoid gross negligence.
