Book's ad paragraph
Between Kittyhawk and the Moon: Memoirs of an Aviation Pioneer

In the book there is a photograph of Russ in a room where many of his photographs are displayed; one of the photos on the wall is the one that you, Rick found. So, even though the book by Russ is about his 1913 onwards powered aviation life, the fact he kept and displayed the hang glider photograph is telling. From a note surrounding his receiving an honorary doctorate from Embry-Riddle Aeronautical University, my calculation puts your found photo in 1910.
