I wonder how this could be done? Is there a way where enough donor money could buy a different operation management system approved by the city? How can it be safely operated to city standards without a commercial operator on site? Could a club do this to the satisfaction of the city? These are all things that need to be worked out.

This Could be arranged if they will leave Me & My Glider alone ~ Lol ~ Great Management ~ How about a Handshake
Should I Just forget or refuse to recal ? While they threaten My Rights ~ This Doesn't mean I will, commit crimes or perjure myself in a court of Law.

The Eagle's Vision is More of a Dream ~ Surly, this could be managed with the Cities Involvement rather than being a Negligent Government.
Maybe a well written lease, Including Term Limits with fair permanent and equal oversight & representation, (this would be Possible)

~ Isn't every other flight park (Aviation Aspects) managed by a Club ??? rather than a City approved Private Out of control political Tyrant ~

I would guess that clubs run at least 90% of the sites in this country. Many of those sites also support commercial operations, but the commercial operations do not rule the roost.

Right now the City of San Diego isn't getting a dime. I think a non-profit club could operate it and allow independent commercial tandem pilots to fly there with a cut of their income going to the City. That would be a good balance.
