When in was in Quebec in 1996 I was waiting for the ferry to cross back across the Bay of St Laurence. I noticed an HG launch ramp on top of a nearby mountain. No one else in the group had any idea what the structure was for. I was surprised that there were any HG flyers in that area (no big cities near). Or at least enough of them to build a permanent ramp.

Not sure yet, Frank, if the following found quote relates to what you saw:

Mont Saint-Pierre, located in the Haute-Gaspesie, rises vertically from the Rivers edge and is known for Hang Gliding and Para Gliding and home to the Mont Saint-Pierre Ecological Reserve. A 4x4 dirt road and the IAT climbs to the summit, which has a chalet with picnic grounds and a launch ramp for Hang Gliding.
