That is a reasonable question!
It would seem reasonable to me that dealing directly with the City council will yield nothing.
Why? Because for years the council has been on notice of the abuse going on in violation of the lease
and therefore the law. The council has stretched the fabric of the Brown Act during public comment
periods by limiting information broadcast on City TV.
How long will it take? It will take going above the City council heads. That is when the clock
will start counting down to justice at Torrey Pines Glider Port.
Some starting points:
The State Insurance Investigator.
Courts above the City's corrupted influence.

I think you're right. I had hoped that term limits would be the solution, but the corruption is largely institutionalized (as it is in USHPA). I think you're also right that other avenues are in order. The groundwork has been laid so there can be no complaint that we didn't try to go through "normal" channels first.
