The City's definition of what aircraft are allowed to fly at the site are defined as such:

“Full scale glider soaring” means flight by any motorless, heavier–than–air
aircraft now known or hereafter invented, used or designed for navigation of
or flight in the air in which the pilot, crew and passengers are carried
internally within the frame of such aircraft.
“Hang gliding” means flight by any motorless, heavier–than– air contrivance
now known or hereafter invented, used or designed for navigation of or flight
in the air in which the pilot, crew and passengers are carried externally to the
frame of such contrivance.

Except for RC model gliders there are no other aircraft listed as being allowed to fly at the site. Any other aircraft that fail to meet the above definitions, yet are allowed to fly at the site, would be in violation of the City permit/lease.
Frame, . . . hang gliders and sailplanes have frames. Those frames can and do act so as to keep people from being hurt and even killed. Is there a frame hidden within an inflated canopy of which I am unaware?
I'd like to show up at Torrey Pines with a bundled up hang glider sail and ask Robin Marien if I could fly it there. I'll bet he would say "No!". I wonder why? You mean I need a frame for it to work properly ? ! ! !
