Thanks for the video, Joe!

This week, the San Diego City Council had granted Bob the opportunity to present his issue regarding the Torrey Pines Gliderport city park Advisory Board in the section of the City Council's weekly meeting called "Communications".

Here is this first of 5 videos, where we see the city council voting to move the Communications to the afternoon.



Here''s Bob appealing to the council's human side - as if they might have one - to keep the Communications in the morning session of the meeting - per the website agenda.



After Bob's appeal was all but ignored - the meeting went on, and on, and on... Finally, Bob got to speak - as did Mike Giles and Bob Steckelbeck - at about 6:00pm.

After a month off, the San Diego City Council has returned and so has Bob. In this first video, Bob talks about his meetings with former Mayor Bob Filner. Bob K mentioned that he hoped the new mayor (both candidates running for the position of mayor are members of the City Council) would be open to monthly meetings with the people the way the previous Mayor did.



In this second video, Bob continued his discussion with the City Council - only this time he brought up the upcoming RFP (Request for Proposal) regarding the lease on the Gliderport.



And in today's video, Bob is challenging the council and city TV to show his slides. And, of course, they don't. :(



And the battle goes on...

Today, Bob went to the City Council, but before he could speak, Sherri Lightner had something to say. :problem:

Before I add any comments, I want to keep my commitment to post the two sections of the San Diego City Charter describing Advisory Boards and Citizen's Committees. They both fall under City Charter Section 43, with Advisory Boards described in 43(a) and Citizen's Committees described in 43(b). I have added color to the words "advisory", "board", "citizen", and "committee" (whether they appear in singular or plural forum). Here's the exact text from the San Diego City Charter with those words highlighted:

Section 43: Advisory Boards and Committees

(a) The City Council may by ordinance create and establish advisory boards. Such boards shall be advisory to the Mayor, Council or City Manager as may be designated by ordinance. All members of such boards shall be appointed by the Mayor with Council confirmation, and the terms of office of such members may extend beyond the elective term of the appointing Mayor. The members of such boards shall serve without compensation and it shall be their duty to consult and advise with the Mayor, Council or City Manager, as the case may be, but not to direct the conduct of any Department or Division. Members of such advisory boards shall be limited to a maximum of eight (8) consecutive years in office and an interval of four (4) years must pass before such persons can be reappointed.

(b) The Mayor, City Council or City Manager may create and establish citizens’ committees. Such committees shall be created and established only for the purpose of advising on questions with clearly defined objectives, and shall be temporary in nature, and shall be dissolved upon the completion of the objectives for which they were created. Committee members shall serve without compensation.


Now, if the City of San Diego agreed to create an Advisory Board (and they did), which section of the City Charter do you think they should use ... Section (a) or Section (b)? I'll bet a 5th grader could answer this question.

But guess which section the Mayor and City Council used to create the "Advisory Board"? You guessed it. They created it under 43(b) and applied all the limitations of that section to keep the "Advisory Board" from advising the City on the operation and management of the park. Disgusting.

Greetings Hawks and others who enjoy following this forum.

Bob had taken a short break from having the San Diego City Council meetings posted - but now, he's back into the swing of things and following this post will be the latest meeting he attended.

This spot is being held in reserve for past city council meetings that he plans on posting.
