Only tangentially related, but maybe requiring platform tow operators to be rated pilots isn't a great idea. It's a direct attack on small clubs and doesn't help to grow HG or PG. At the same time consequential safety issues objectively related to tow operator inexperience are exceedingly rare.

The problem with this is that it isn't true. A disproportionate share of our insurance claim losses stemmed from towing accidents, particularly ground-based towing as opposed to aerotow.

THAT is why we've put such effort into revising the towing program. We are reacting specifically to the risks which towing activities present. A number of the high profile claims were associated with tow operators and their level of training and experience.
We are no longer insuring tow operations that are not conducted using trained operators and specifically listed by chapters or schools. This is one of several risk-containment strategies intended to keep our sport viable and avoid catastrophic insurance claims.
