But on re-reading, I see that the foam board is flat and contains the graphics of a hang glider and other messaging. This would well satisfy your goal of keeping everything within the bounds of the TCF. This could work very well, and it would be pretty easy to build.
P.S. I just made an animation of what I think Joe was describing. The foam board would obviously contain some sort of image and possibly text (and may be shaped to be non-rectangular) as Joe suggested.
