I apologize for not reading this more carefully. When I saw "foam board" I was thinking of a foam surfboard that might be shaped like a wing (which isn't a bad idea in itself). But shaping a surfboard into a wing seemed like a lot of work.

JoeF wrote:Maybe a foam board silhouette of a hang glider or side-view drawing, but with a real TCF with soft lines staying the nearly 2-D image rising above the keel. Onlookers from the side would see a real-life TCF pilot and an image of a hang glider. The PIC would walk, jog, run San Diego with ready handouts for anyone showing any quizzical look. "Please ask your City government to HALT the privatization of our public treasure Torrey Pines park." The handout would have some key information for contacting the right people. "Stop the Steal!" "Fly Free Federal Airspace!"

But on re-reading, I see that the foam board is flat and contains the graphics of a hang glider and other messaging. This would well satisfy your goal of keeping everything within the bounds of the TCF. This could work very well, and it would be pretty easy to build.

P.S. I just made an animation of what I think Joe was describing. The foam board would obviously contain some sort of image and possibly text (and may be shaped to be non-rectangular) as Joe suggested.

Here's a version with a wing a bit outside the control frame. The wing could be made even smaller to stay within the TCF but still be suggestive of a hang glider.

Here's a version with an even smaller wing and a slightly wing-shaped foam board:

In this version, the wing as the same width as the previous one, but it's been stretched along the keel to show more sail:

There are obviously many possible variations.

Nice sign Joe!!

After thinking about crowded city streets, I am wondering if a hat of some sort might be easier.

Community entities of all sorts should be crying about the lost of their park's freedom.
Every service club in San Diego should rally against the privatization process that has
been hurting their City.

OK I have encountered hostility before by those on the Ground who were employed by the Organization that controlled the Property where I had landed completing an relatively short 44 Mile Xc Flight. Yes I had these two agitated Guys carrying automatic weapons. I simply in using a calm tone, I explained that I had completed a cross country flight. that their wide open Flat Field looked like such a nice Place to Land My Predator, so here I am. This part I simply love; When I pointed down the valley words the Mountain where I had launched from. One of My angry antagonists said; "No way that Mountain is . . . I interjected; It is 44 Miles away. "But You have no Engine" I replied while I pointed up at the Sun Yes I do, I pointed up at the Sun as I said that the Sun was My Engine. "As I have done a few times in the Past. I tried to explain how we fly XC. How we climb up using Thermals. Then We transfer our our acquired Height For distance. They looked at Me with blank, do not understand Faces. Get this. They went on and on about how far it was. They just did not understand how a mere 44 Mile Xc Flight is in reality just a short hop.

Boy I just love Flying. I really am chomping at the Bit to Fly My great Glider again, My Predator 158. To John; John You truly Hit one out of the Park when You designed the Predator, Thank You John.

After today's Second Sunday I scouted out possible parts for "Mini Hawk" at Home Depot:

Home Depot doesn't carry much in the way of fabric, but I did find some drop-cloth material and some screen material. The drop cloth material comes in a nice shade of blue (not good for visibility in the sky, but looks nice on the ground). It also comes in at least 2 sizes (9ft x 12ft and 4ft x 15ft). If we are making it pretty small (as Joe suggested), then you could get 5 wings (3ft x 4ft each) from just one of the 4ft x 15ft packages with minimal cutting. One package is about $12, so divided by 5 that's $2.40 per wing. It's hard to beat that. Even if they don't last too long ("Paper / Poly") that's very affordable. Here are some images:

There were lots of choices for rigid components. In particular, there were quite a few telescoping poles that might be very quick to break down. One quick twist and each spar collapses to one half or even one third of its full size. By the way, these are all designed to collapse from one end into the largest diameter tube. So that means that one end of the extended pole is the largest diameter and the other end is the smallest diameter. It might be advantageous to have the smaller tubes extend out from BOTH sides of the largest tube to make the resulting beam both symmetrical and to have the largest diameter in the center where buckling is most likely to happen. Here are some images:
