Actually I recommend first, federal charges against the San Diego Police Department,- violation of United States Code Title 18, Chapter 13, Conspiracy Against Rights, Section 241 and 242.
As per my layman’s understanding and you can check this with the Civil Liberties Union that recently the ten years cap of general detention incarceration has been removed and now can be enforced for a longer period of time and the ten thousand dollars maximum cap has also been modified and the previous cap was also removed.
The State of California also has a parallel law.
Then there is $5,000.00 in civil damages that you can also petition for.
Next is a lawsuit against the USHPA. They have failed to perform.
This is what I would pursue if I were you. Next I would hire a lawyer to pile on his/hers ideas of appropriate compensation for your legal expenses and punitive damages.
