§103.5 Waivers.
No person may conduct operations that require a deviation from this part except under a written waiver issued by the Administrator.
Anyone may apply for a waiver. And some applications will be denied; some will be approved. A waiver could regard one flight or many flights.
Look to see if a planned flight will deviate from Part 103; if so, consider applying for a waiver for the deviation.
What particular and general waivers are on public record with regard to Part 103?
Notice that any particular organization may apply for a waiver for some deviation of the Part 103. Or individual.

HGs are to respect NOTAMs. One must become aware of NOTAMs. What is active? How to know what NOTAMs are active?
103.20 FLIGHT RESTRICTIONS IN THE PROXIMITY OF CERTAIN AREAS DESIGNATED BY NOTICE TO AIRMEN
No person may operate an ultralight vehicle in areas designated in a Notice to Airmen under §91.143* or §91.141** of this chapter unless authorized by ATC.

Allow search connections to know your location; search for NOTAMs around "me". Get familiar with permanent and temporary NOTAMs affecting where one will operate a HG.
§103.20 Flight restrictions in the proximity of certain areas designated by notice to airmen.
No person may operate an ultralight vehicle in areas designated in a Notice to Airmen under §91.137, §91.138, §91.141, §91.143 or §91.145 of this chapter, unless authorized by:
(a) Air Traffic Control (ATC); or
(b) A Flight Standards Certificate of Waiver or Authorization issued for the demonstration or event.
