I've just been skimming the lease, but I did do some digging to find the "Base Rent" that is being paid. You have to scroll down to page 35 of the PDF (Exhibit "A") which shows "Base Rent. $3,825.00 per Lease Year" ... that's per year!!

For reference, here's the September 16, 2016 Addendum to the Gliderport RFP:

Open that document and go to the very last page. It shows financial figures listed by year (Jan-Dec 2010, Jan-Dec 2011, Jan-Dec 2012). Now read the line for "Total Income". You'll see this

201020112012
$1,112,373.57$1,289,564.11$1,361,764.97

So 10 years ago, they were bringing in $1,361,764.97 in gross income every year. And yet the City is only charging them $3,825 a year for rent?

Is $1,361,764.97 the amount of Money paid as rent for a stretch of Southern California Beach? Is just for the Beach? or is that rent money also include a building? I mean; what are People renting? If it is for X Miles of Beach, and a Building or Buildings. What are the Structures, if indeed there are Struthers include in the rent. Then what is it that is being rented? Also, what are the Terms of the rent?

No. The $1,361,764.97 is the income they reported to the City in 2012. They paid nothing to rent the land from the City. That's zero.

I don't know about 1988, but David Jebb's company got the lease in 1998, and the rent was $0. That original 1998 lease is still available here:

That's a topic titled "Handy Torrey Links and Information", and it contains both the 1998 and 2022 leases. I forgot to renew the "TakeBackTorrey" registration years ago. You have a good memory Doug.

One of the emails I read in the downloads you provided made reference to :
http://takebacktorrey.com/docs/lease/LEASE.HTM
They were referring to the 1998 lease.

I looked it up on waybackmachine.com
https://archive.org/web/

And found this:

So the way I see things Down there. If I were to load My Predator up on My Truck, and drive Down to Southern California. I could legally Launch from Dockweiler Beach. But if I were to Fly to Torrey Piners and land. I would run afoul of the Flying rules pertaining to Freee-Flight at Torrey-Pines.

I have run into trouble before by having a not very long cross-Country Flight from Mount Diablo, oh I do not know how far it is, but it isd a pretty short XC Flight, Maybe just thirty or forty Miles. Well I Landed in this wide open field. Then these Guys drove up in a Truck. They were agitated, and all upset with My having landed in THEIR FIEL! They had Guns, So I just pointed down the Valley towards Mount Diablo which You can see. Mount Diablo has the second best Panoramic View in the World. The only place in the World where You can see more Land from the summit of diablo is Mount Kilimanjaro

A friend of Mine Scott once landed in a Field that was a Prison property. That was a fun deal. Because all of Us club Members gave Scott a Hard time, calling him a criminal Who flew to prison. He I believe said regarding His Landing in Jail.; "Yea I had to break out of Jail".

Some interesting things happen when You Fly XC. I had a Lady up in Garberville Nevada. Who after I told Her that I had launched From the Wolf's Peak launch-Sonora Pass. Well her reply was; "Sonora Pass! Sonora Pass is over Fifty Miles from here!" . I did not have the Heart to tell Her that the Wolf's peak Launch was really not that far. No flying a Just 50 Miles, is nothing to crow about.

XC Flying: Flying My Predator. One can not buy a Moment like that. So I have Yet I still need to land in a Prison. that could be fun. But come this Weekend. This Predator Pilot, soon to be known as; "THE PHOOENIX GUY IN THE SKY". Yes realize that I will be going from Flying the Highest performing HG that has A King-Post to flying the lowest Performing HG that has a King-Post. But I will be Flying!

FYI, I recently restored TakeBackTorrey.com web site (originally started in 2008), but I have not updated it with any new information yet.

Thanks for the reminder Doug.

So If Were to launch from some other Site, say i launched from Docweiler Beach. Being that i had a severe Brain injury . Suppose that I was Flying and lost My way. I ended up landing at Torrey Pines instead of My landing at Docweiler. Would the Police be called? Would II be incardinated for having an illegal act. Landing without Permission from the Proprietors of Torrey Pines?

It would all depend upon whether they liked you or not. Sadly, that's what it comes down to at one of our most famous flying sites in the United States.
