To Whom it May Concern;

As the County's designated operator of the Dockweiler Beach Hang
Gliding Training Area for more than 16 years, I've been asked by Bob
Kuczewski to write a letter with regard to his history of hang
gliding operations at this site.

Mr. Kuczewski received his basic hang gliding flight instruction with
us here approximately 13 years ago and has since advanced his skills
and experience to have attained an industry pilot proficiency rating
of United States Hang Gliding and Paragliding Association "Advanced"
pilot.

Since completing his initial flight training with us, Mr. Kuczewski
has frequented the Dockweiler State Beach Hang Gliding Site on many
occasions, and conducted himself responsibly and respectfully, always
operating within the county approved site rules and regulations. To
my knowledge, his flight operations at the site have also been in
accordance with all applicable Federal Aviation Administration
requirements of which hang gliding participants must also comply. He
is one of a handful of participants that have demonstrated the skills
and attitudes, required by us to practice and perform the more
advanced art of "ridge soaring" along the 300 meter long slope
designated for this purpose. He has done so with the appropriate
amount of skill and caution we require.

He has, to date, been what I would call a "model" participant at the
site, as well as a good ambassador for the sport, the concessionaire,
and the County of Los Angeles.

I am hopeful that Mr. Kuczewski and the County of Los Angeles can
resolve the insurance issues that prevent me from allowing him to fly
a hang glider at Dockweiler Beach.
