Thanks Bob for posting these videos, but this picture says it all when I look at city council.
A caption could be,
"WTF, I can see nothing in here, How can you dare say that you care about anything but yourselves?".

It turns out that YouTube can do that already. Start by clicking the link above each video to go to the YouTube page for that video. Then look for the "...more" as shown here:

When you click on "...more" and expand it, you'll see a button for "Show Transcript". Click that:
