1. Free HG, equitable with surfing and kiteboarding and bicycling.
2. A concessionaire that had zero dominance over Free HG, but served the public by giving commercial instructions and renting equipment (as bike rentals do).

Both activities would cooperate civilly (like pedestrians cooperate and cyclists cooperate and surfers cooperate) to fulfill basic safety rules.

The "business" of the concession would have whatever insurance it needed to protect its business.
The Free HG would be equitably positioned as a cyclist or surfer; if a HG person was responsible for hurting another human, then the regular courts would be involved sometimes, if settling could not be achieved before court. Equitably with surfing: a surfer could be negligent and kill another surfer or swimmer; similarly for a pedestrian or cyclist. A surfboard tip into the temple of another surfer is a fatality-teasing matter.

I support that model 100% at sites like Torrey Pines. Dockweiler is somewhat different because it's so small. One person soaring the ridge all day could keep any instruction from happening on that portion of the hill. So because of its limited size, the two groups would really have to work well together.

...hopeful that Joe's exceptionally good record (perfect from what I can tell) will be cause for them to re-evaluate their decision

The most harmless hang gliding activity I could imagine would be training at Dockweiler.

BobK noted: "the two groups would really have to work well together."
Yes. That is a neat way!
Right now, a 5 year old could have the right way of the whole slope and prevent soaring all day. Only a lifeguard, not the concessionaire, can force otherwise; such has not had to be done. HG has bent and given and the other non-HG persons have bent and given. Family.
There could be a lifeguard rule: Endurance slope soaring is limited at this park to 5 minute duration unless all parties agree otherwise. Or something. Take turns in life. That's how we use beach space... share plots and places; do not put one's beach blanket on top of others' beach blanket. Recreation.

I agree with BobK's statement here.
