Dockweiler Beach Status and Grades

Go to the several lines that use the term "Dockweiler". Then consider clicking throught the "Grade" link of the respective lines. One of the several seems not to be graded. Then in the grade page, use the form to get to grades. The path will have an intermediate page where web surfer answers yes to get to a different site.

Is it possible and okay to bench back and soar the building?

The seagulls daily soar those buildings; no NOTAMs.
Windsports' permit has hang gliding limited to 60 ft altitude (I am guessing above MSL)
There is the basic FAA rule not to fly a kite within 5 miles of an airport.
