I actually heard about this one on the radio as i was driving back from Utah. The person mentioned several silly sounding codes and that was one he mentioned.

He explained, however, that the object was to cover every possible cause of injury no matter how remote the possibility was (turtle bite was another). Yeah, there could be a terrorist flying into a site, from a nearby mountain, carrying explosives on a HG and detonate (my thought not his).

I've long suspected that this might be an argument that's been used to keep the thugs at Torrey in power. There are lots of very wealthy people living along the cliffs at Torrey Pines, and there are other potential targets not far from there. It might be an easy argument for the Torrey concessionaire to demand absolute authority to keep that from happening. That would explain a lot.
