Let people hike, or fly as is their privilege under the FARs.
The City would not be liable under California Recreational Law.

I haven't had time to research this but the new lease could contain some type of morality and conduct clause which makes the concessionaire have to behave like a city employee, ie no middle finger or discrimination against creed. This way if Marion gets the lease he will have to change his behavior or else.

BobK has been very close to City matters related to gliderport. He found out on April 1 by chance of reading this forum. So, how many quality applicants could be noticed in such a short RFP announcement period?
