Bob, the San Diego City Council doesn't care about hang gliding.
It seems to me that they just built the Torrey Pines Park and flying center as a method to keep people off the cliffs.
You are just a bug they would prefer to squash and, although you are a San Diego voter, you obviously have no influence at all in their eyes.
As someone from outside San Diego, I would have no influence at all in anything I present to them.
I despise bureaucracy. I would not waste my time.

In battling big, entrenched political systems, you must first make your argument, which you have done very well, then you have to find a lawyer who believes in your cause to actually fight the battle.
To finance the lawyer and the battle, you have to win a big pot of money or, at least, ask for it. Or go to the ACLU, which I would recommend.
You haven't won. You haven't asked. You have nothing. You are treading water.
The next step isn't for me or anybody else to try to explain to the City Council my view of the world. They don't care.
It is for you to take them to task for federal violation of your civil rights and federal violation of your right to fly as guaranteed by the FAA.
As I've said before, you have standing. No one else does. That matters, big time.
Stop wasting your time with YouTube videos and do something significant before the statuate of limitations runs out.

I agree with Rick and I'm willing to help financially if need be.

The ACLU might be a good place to start.
