Examine a club of 20 HG recreation pilots.
Let them form a pilot proficiency rating system with no red-tape connection with any other corporation.
Say HG Pilot Anthony is witnessed for logged actions; he fulfills the club's specification for H2.
The club puts in their newsletter that Anthony has been witnessed for all the H2 actions listed in the club's pilot-proficiency page.
The club votes that Anthony indeed has fulfilled the club's H2 deal. Anthony is mentioned in the Club's minutes as with now an H2 rating.
Anthony gives the above evidence to USHawks and applies for certification of his H2 from the USHawks national Hang Gliding Association USHHGA.org.
The USHHGA certifies Anthony's H2 rating and publishes such fact.
Then Anthony goes to this national agency USHGRS.org and requests a third-party certification of his H2. Anthony supplies what information he has including his local club minutes, the USHHGA matter, and maybe other items. Anthony has no membership in any national corporation; he is just a member of a non-incorporated club and is just a member of a non-incorporated USHHGA or not. Say the result is a national agency's certification of an H2 for Anthony; he prints out his card from the USHGRS; the card has on it H2 from his Club, USHHGA, and under the USHGRS banner. Anthony is a happy H2 hang glider pilot warned by USHGRS never to be fooled by having a rating, that he is 100% responsible for being immediate current for any action he does and is 100% responsible for any damage he does to others or himself. Anthony aims not to be fooled by having an H2 rating. Anthony is a recreation hang glider pilot; others are recreation bicycle riders; others are recreation surfers, etc. Anthony takes to the sky and returns. The sky does not know his rating H2. The surf does not know Surfer Sally's rating. The white river water does not know Frank's rafting rating. The mountain does not know Rocker Rob's rating.
No one on People's lands asks for a rating or insurance card from WalkerWilliam, SallySurfer, RafterFrank, RockerRob, etc. Anthony goes to a launch and is dragged aside while others grab his wing: You cannot go to the sky as you have no insurance! Anthony wonders about it all. H2 conditions; Anthony wants to fly, but some locals have locked him away and locked up his wing and have called the police: "This guy wants to enter the sky; he has not insurance!" Anthony decides to fly elsewhere to get away from locals who would grab him and part him from his wing and call the police on him saying: "This guy violates us; he has not joined a third party corporation .... a corporation that bullies its members and moves synergies to forward PG businesses and to keep quiet about the PDMC, and other awful things to the loss of recreational hang gliding."
A local club of 20 HG pilots unincorporated could witness and sign off their own members to meet their own local HG pilot proficiency system that makes sense to them for the sites and kinds of recreational hang gliding that that local community in club is practicing. An H2 is meaningful to that community club; they as a club sign off on such H2 for Anthony. And national oversighters may see that that club's action is generally working to safeguard the intent of FAR 103. Congratulations to H2 rated Anthony. The whole world may recognize Anthony's H2 underpinned by witnessed actions from a community of like-minded citizens.
