I don't know if I'm qualified to judge what's prudent or not.

It's sometimes helpful to make "links" to topics in other places, but moving them without a trace can confuse the history.

A good while back (somewhere) we were dissecting the rules and at the time
we decided not to make changes to the boilerplate rules. That brainstorming
session, if we can find it, may help us as we attempt add a disciplinary steps procedure.
