
We are limited to 60 ft AGL at Dockweiler. So, have hang glider at Dockweiler that has power unit (fuel or electric) onboard. We are allowed to hang glide at Dockweiler. So, foot-launch the hang glider (that has off its onboard power unit); once in glide off Dockweiler sand and in Federal air space, turn on the onboard power unit (fueled or electric) and ultralight power fly to Torrey (or, if along the way, some thermal lift can be had, fine); when at Torrey go for engine-off ridge soaring. After one's soaring session, turn on power as needed to get to a non-Torrey landing spot (or use thermal lift with engine off to do the same). Avoid dealing with the oppression of the Torrey concessionaire.
