Dear Council member LaCava,
I am writing to express my concern regarding the current state of access to Torrey Pines Gliderport, a historically significant and cherished site for free flight enthusiasts. As you are aware, Torrey Pines has long been a hub for paragliders, hang gliders, and other non-motorized flight enthusiasts, serving as a symbol of the freedom to enjoy our natural environment through recreation.
Unfortunately, the exclusive concession granted to a private operator has created significant barriers for independent flyers and recreationists who wish to use this public space. This monopoly has not only restricted access but has also imposed fees and requirements that make it difficult for individuals to enjoy the site without undue financial or procedural burdens. Such restrictions undermine the spirit of free and equitable access to public lands.
It is particularly troubling that this arrangement appears to prioritize profit over the community’s ability to engage in affordable and accessible outdoor activities. Many independent pilots, who have flown safely and responsibly at Torrey Pines for decades, now find themselves excluded or discouraged from participating in this cherished activity.
I urge you and the City Council to reconsider the current concession arrangement and to explore more inclusive policies that:
1.
Ensure equitable access for all qualified and responsible pilots, regardless of their affiliation with the concessionaire.
2.
Promote transparent management of the Gliderport, with community input to balance commercial operations with public use.
3.
Preserve the site’s historical significance as a place for free and open recreation, as it has been for generations.San Diego prides itself on its commitment to outdoor recreation and public access to natural spaces.
Revising the current policies at Torrey Pines Gliderport would reaffirm this commitment and ensure that this unique site remains accessible to all.
Utilize the State's protection of land-owner permissions to non-fee recreationists; adopt a clear waiver as instituted in Los Angeles for use of Dockweiler Hang Gliding Park. Allow an arrangement that allows a for-profit parallel operation; fully avoid having for-profit business monopolize or shunt open free recreationists. Avoid shutting out free recreationists from use of the federal airspace lift that occurs above San Diego's lands. Align the park's operation with San Diego's finest policies.
