Steve Rohrbaugh is well known as one of the Torrey paragliding insiders that has sided with the business for decades. There are plenty of quotes on this site about him. He was one of the regulars on paraglidingforum.com. Ask Rick Masters about how they operate on that site.

I made my first paragliding flights around 1990 at "Little Black" in San Diego with instruction from Fred Lawley (thanks Fred). We didn't have to join any club. Similarly, when I got back into paragliding in 2004, Ken Baier gave me instruction at Little Black without any local club requirement. Of course the SDHGPA has remained a Chapter in "good standing" with U$HPA despite these abuses, and the Torrey Hawks - which never solicited nor accepted a dime from anyone - was denied renewal.
Steve Rohrbaugh continued to post merrily on paraglidingforum.com where he whitewashed the sins of the Torrey concessionaire. I haven't checked recently, but I suspect he's still posting there to this day.
Many of the local clubs are puppets of USHPA, and they support the continued extortion of private citizens to use public land. The Torrey Hawks never participated in that shakedown effort so USHPA "expelled" the entire club in retaliation.

I have determined there have been at the very least 783 hang gliding fatalities since 1972 vs. 1247 paragliding fatalities since 1986. The numbers on both sides are probably a lot higher -- these are only my verified free-flight numbers. But in 1986, when the first paraglider pilot was killed in the Alps, there had already been at least 547 hang gliding deaths. This means there have been at least 246 hang glider pilots vs. 1247 paragliders killed since paragliders have been in existence. Note that this is a list, not a statistic. So far, in my experience, neither hang glider pilots nor paraglider pilots seem to know either the difference between statistics and a list, or seem to be aware that a list must first be compiled to develop a statistic.
