The makers of jet packs say that he couldn't carry enough fuel to fly that high and that far, in the cases of him being observed from landing airliners at LAX. They suggested an electric ducked fan with a light weight dummy mannequin.
Personally, I don't have any idea of what this is, the fuel argument seems pretty plausible to me. Those jets suck up a lot of fuel per minute.
